As I recall it, and as some of these memorandam indicate--and there
are not enough that really tie it down--[that group was formed] sometime in the early fall of 1963 as a result of a [James] Patton visit
to Jack Kennedy
- to support the Vice
President.
The Under Secretary announced that he was supporting Senator
Robert Kennedy.
And that was the third announcement that came along.
And
the day that announcement came along, along about 6:25 or something, I was
sitting here
- after another.
It just seemed like something to do.
Most
of us had been doing it with the Kennedy preliminary thing and we
just stayed with it.

Did you have a shortage of operating funds as a task force?
B:
We didn't have any operating funds
- better than I would.
Prior to the Johnson Administration--
in fact, we had set up our cadre but we hadn't actuallY taken over
yet in the Kennedy Administration--I explained to Secretary [Orville]
